Basing her study on extensive field interviews in Russia, as well as on current Soviet sources, the author discusses national labor policy and practice, union organization and activity, and industrial relations at the national, regional, local, and plant levels. Contrary to the usual Western view, she concludes that, in spite of many shortcomings and the primacy of party control, the unions are becoming a real force in representing the interests of the workers.
